Where this title would be a problem is if said "project engineer" were to be using his title to direct others outside of the company when they have no knowledge of what they speak of. Obviously if you work for an engineering firm a title of "engineer" would be off limits for those without proper certification bc those are the actuall services the company provides. Construction companies have been using the title project engineer for years and I don't see it changing anytime soon.
