Batman doesn't kill.
Bruce Wayne and Ollie are inherently different people. Ollie is a socialist hippie who fights against "the man." He champions social issues. Bruce Wayne is definitely more conservative in his views about society.
Batman is a much darker character than Green Arrow from what I've seen. I haven't read any green arrow comics but from the shows and Justice League, he does not have near the baggage that Batman does.
I don't think the Batman movies have really done a good job of portraying this but some of the comics do: Is Batman himself insane? Is he the catalyst for what's happening in Gotham. I get none of that from Green Arrow.
Those are my thoughts. But I do agree CW is trying to play up the comparisons.

I think the Arkham video games do a great job of showing you that Bats is a part of that insane world, and not a fighter of it.

I thought that was pretty much the theme for The Dark Knight.
