Not reading through this whole thread, but the reason for this is obvious. One person, one vote. Students, are transient by nature, hence that ID ain't worth dooky in terms of identifying district residency. You honestly mean to tell me college students (A) don't have a driver's license, or (B) are so stupid as to be incapable of figuring out an alternative? Good Lord DS!

I am on record as opposing this particular law because it appears there is no free-of-charge path to obtaining ID. There may be a free path I'm unaware of though. That concern would not really be pertinent to college students, though.
