Yeah, I think this is the issue that the other poster was referencing.
It's not total sales that are truly limited, it's on-site sales.

Someone correct if wrong.

A production (distribution) brewery can only sell 10% of its product on-site. A brewpub (which I thought Courtyard was) cannot distribute their beer so all sales must be on site.

Yes that's what I was referring to. They are a nonobrewry. I'm no expert on dumb LA laws but that what I was told.
