If you ask a Northsider, they'll say North of the Liffey is better; if you ask a Southsider, they'll say South of the Liffey is better.
More of the touristy stuff is on the South Side; the Inner City of the South Side is also pretty commercial, lots of shopping and tourist stuff-- and my favorite cigar shop in the world is on Grafton Street.
The Inner City of the North Side is more working class, light industry, the fresh fish market, etc.
It does have slightly higher crime rates, but it isn't like they're both very safe by American Standards.
In terms of day tours, the presence of Dublin City Castle on the South Side probably makes it a marginally better bet for tourists.
YMMV, of course. I can only speak from my own experiences.
