If drivers know a mass influx of people are about to request rides (i.e. the end of a huge sporting event) they could just cancel the ride a few times until there's literally thousands of people requesting. So they get their surge pay for simply waiting a few minutes and cancelling a couple rides.

They don't have to accept, and canceling dings their acceptance rate...accepting and canceling to wait out for increase surge makes no sense
