Yes. He told the Doctor too, or at least the Doctor did have access to the info.

Duncan still did not seem to know the 19y/o pregnant girl had Ebola. During the first Dallas Hospital visit, his symptoms were mild, and he apparently denied any contact with Ebola patients in Liberia.

So the answer is, no one there suspected it.

I really have a hard time believing he didn't at least suspect the 19 y/o had Ebola or could possibly have had Ebola.
