Running on the field knowing you'll be caught is not ordinary behaviour. There very well could be some messed up things going on in his life that will have him do progressively more stupid things. The answer to that isn't to throw the book at him.

Ok. I have told them that. It's normally a "that was fricking stupid" and then I try to fix the problem.

How is taking away his scholarship for one year "throwing the book" at him?

ETA: He did something really fricking stupid and hopefully he learned something from it. Like (a) don't be a fricking idiot and (b) there are consequences to being a fricking idiot.

They pulled his caddy scholarship. The constitution protects your liberty, it doesn't protect your right to receive money for school because you caddy.
