If you want their approval you have to do everything they say. It's just like how if you want to do a football movie and want the NFL to let you use their logos you have to do whatever they want.

and of course they wouldn't approve something that admitted Area 51 was real. It had been denied for so long approved ID would essentially be an admission that they had been lying all this time. No power structure likes to do that.
