I would say the Magnolia or Four Seasons downtown. Hotel ZaZa, St Regis, or Houstonian outside of downtown.
Both downtown and the galleria have restaurants close by that can be romantic. Downtown you can do jazz and dancing at Sambuca, sushi and saki at Azuma, margaritas at El Big Bad. Catch a cab/uber to Reef or Pass & Provisions. Sit at the bar at Vic and Anthony's while eating steak and listening to the piano.
I'm not quite as familiar with the Galleria, but Masraffs, RDG Bar Annie, Post Oak Grille, Trulucks are all great options. I'm sure I'm forgetting some here.
If you're younger and want to go to a few bars, about 2-3 blocks from Magnolia there's a new strip of great bars that just popped up within the last 2 years. It's a great area to bar hop...Captain Foxhearts, Little Dipper, Okra, Hearsay, Public Services, etc.
ETA - Mockingbird Bistro is also a great little romantic spot also, if you're in to wine, there's quite a few wine bars around town that should be up your alley.
Everything this guy said. Though I don't feel like the Four Seasons was very romantic, but a lovely hotel. I also like Hotel Icon.
