It's a gray area as I said before. We're both right, he's correct that if they are investigating something aka have probably cause, they can force you to provide ID.

Can they arrest you for it? I don't know. As he said, once they get the ID after they detain you can you be arrested for not providing it? I'm not sure.

If she wouldn't have brought race into it, I would be 100% on her side in this matter.
