But let's say for the sake of argument that you were correct, what did the founding fathers intend? I suggest they thought there was no need for an over-bearing government because the majority of citizens were God-fearing and did their best to live what they believed to be moral lives.

I doubt it. They knew that the Spanish and the French were involved in the area.
