I think it's common to still live at home until married in every country besides the US. Unless your kids land a extremely high paying job out of college or they come from money.
That's pretty cool your kids were able to grow up in Japan though.

Yes, there appear to be a number of kids who are just not that motivated. I would sit down with the kid and work out a reasonable timeline for him to either get a job or join the military. If he gets a job he has three months to put money away for living expenses. Come hell or high water, he needs to move within three months of getting employed. He needs to show you credible evidence on a weekly basis of job hunting. Have it understood that if he is not employed within two months, you will move all of his stuff (most clothes, all jewelry, all toys, etc.) to an undisclosed storage facility and the only way to get his stuff back is to get a job and get out on his own. Stand firm to your word on this. Also, if the car is already in his name, cut the insurance on the next renewal cycle, and cut off payments for his cell phone.
That may be a tad over-simplistic, but I don't know your full circumstances, so I am offered advice on what I have to go on.
If he's under 30 take him to the Air Force Recruiter's office if nothing else works.

The bullying happens for any foreigner from what I gathered. A really good buddy of mine moved to Australia from the States when he was young and according to him was tormented and bullied every day.
