His speed is definitely an issue, but why they are releasing it is a good lesson for drivers no matter his speed.
Drivers not paying attention pull in front of bikes doing at or under the limit all the time and kill/injure people. Hell people run over bikes at red lights by simply not seeing them stopped. People need to pay more attention when driving their cars.

Yea but you're still missing the point. The driver could have 100% been paying attention and was just caught completely off guard by the bike's speed. People pull out/across in front of others all the time and it usually works out just fine if everyone is going a reasonable speed.
