Reagan did in 1986. Raised corporate taxes and decreased the tax base.
People complain about the "49%" who don't pay any federal taxes, but that is mostly due to the GOP who were the ones who wanted it that way in the first place.
Also, the GOP was able to successfully shift income to the top 1% rather dramatically in just one year. Their 1986 reform package did a lot to get us to where we are now in that regard when it shifted 5.1% of all U.S. income to the top 1%.

Not sure if this is a serious comment....? How does the poor performance of previous administrations (both sides) on this subject justify an even worse performance by this one? Are you just trying to change the subject
