I'd have to do some digging but it does kind of ring a bell that there were some financial assistance programs for Vietnamese refugees shortly after the war

Yes and I don't blame the government. They were trying to introduce the Vietnamese refugees into the country and make them productive. They had a lot of trouble when they first came here with some of the American fisherman not wanting the Vietnamese fisherman in their areas.

Some took advantage of the assistance for the good and did really well for themselves. Others not so much.
