No but some did take advantage of it which can make it just like a handout.

Some of them accepted the loans and a lot of them defaulted on their loans. Some even painted their boats and changed the names so the government wouldn't take back the boats or so they couldn't locate them.

A lot of people in this thread making it seem like the Vietnamese fisherman are saints but they are just like any race and will take advantage of things if given the chance. There are good ones and bad ones in every race.
