Not sure where this misconception came from but this is not true at all. There is no government subsidies or handouts. Fishing boats are bought by the Vietnamese community pooling in there money. My dad and his friends bought their first boat in 83' by pooling his money with 3 other family(also had to borrow more from friends and family). The thing with minorities is they are really good at loaning money and helping each other. You will see the same thing with cambodian with doughnut shop, pakistanis with gas station, indians with 7-11, korean with dry cleaners, etc.

This is true. Vietnamese are very good at pooling their money and working with other Vietnamese. White americans are not nearly as good with working with other white americans.

It is true to a certain extent. There were some interest free loans given to them that weren't available to white Americans back in the 80's. GMC (think that was the company) even had deals to put motors in their boats which were either interest free or subsidized.
