point is, it made it a little better. a little better from one of the worse traffic cities in america isn't much of an improvement.

I don't see the point in having shoulders, or big shoulders. If there's a wreck, they aren't sitting in the shoulder with the cops, b/c if they could, they'd just get off the interstate all together. If the wreck is bad enough, people on both sides of the interstate will stop to see it and traffic is backed up, regardless if it's on the shoulder.

They should have made the median taller so we couldn't see the other side, and they should have made it 4 lanes and make the shoulder smaller. make them just big enough to give you some wiggle room. but i guess you need one shoulder wide enough so emergency vehicles can get to accidents.

That's a design standard set by the DOTD. That design standard is usually adopted from AASHTO, which runs rigorous tests on highway safety. You need the extra pavement to allow vehicles to pull off the travel ways (these vehicles don't have to be involved in accidents...they could be out of fuel, traffic stops, flat tires, patrol vehicles, etc.) and still be safely out of the way of moving vehicles. Usually on 2-lane interstates with a divided median the outside shoulder is 10'. If there is a 3-lane concrete median or closed median interstate, you'll usually have standard 12' inside and outside shoulders.

Rubbernecking is something that will always happen. Whenever there is an accident on the pavement, you will never ever be able to go 70 MPH safely through an accident zone. It's just one of those facts of life.
