Well, except that he didn't kill the time lords. He did think that he did for a while, which was indeed a burden on 9-11th.

I have a question, if the Time Lords are trapped in time, how were they able to send a message?

How were they almost able to come back when Rassilon tried? That would mean time was moving in the pocket universe and at some point they should be able to figure a way back without destroying other planets.

But the way they explained the shift to the pocket universe, I am not sure I understand how they were able to plot with Rassilon to even come back.

They didn't just say they were moved to a pocket universe. They made it seem they were frozen in a moment of time in the pocket universe.
