If the coach really is good then this isn't a ridiculous expectation. It doesn't take that long to build a team that competes for a playoff spot if a few of the right decisions are made.

Why not? The AFC South is arguably the worst division in the NFL. Houston has good talent, but absolutely nothing at QB. They were the worst team in the league last year. Tenn. just brought in a new coach, and starts a QB who can't stay on the field. Even when he is on the field he hasn't been great. Indy is the best team in the Div., but I don't think they're at the level they were when Manning was QB (yet).

If Jacksonville was in then NFC West, I might agree. But in the AFC South (and AFC in general) it's not that far-fetched to see them at least "contend" for a playoff spot soon.
