Which one is faster/better?
Mainly used for streaming/gaming over multiple devices simultaneously. Every device in the house is wireless other than one PC.

I've heard that you can see steep drops in cable speed during "peak hours". Is that still pretty common or has DSL's increasing popularity helped curb that?

Does it happen, yes..If you have decent bandwidth to begin with though, you may never notice it.
My issue is that locally, Cox lowest tier is basically ATT mid-high range

Maybe, but it will still be at least as fast as DSL.

Pretty sure it's decreasing in popularity.

This goes to my next question. It seems that with DSL, when you pay for speeds "up to " 20 mbs you usually end up around 10 to 12 over wifi. Is the same true for Cable?

That isn't how wifi works...

If thats a concern go with someone who offers fiber, if its in your area. U-Verse really isn't fiber.

All that means is that those devices will have a slower connection than your PC will. If your wireless router is rated faster than your DSL connection then you may not notice any problem though.
But if you are on DSL your gaming experience may be a bit lacking, trying to stream to multiple devices simultaneously from a connection source that isn't that fast to start with.
