I think the checkerboard nature of NO neighborhoods lessens the racial tension that is present in so many other cities. Not saying it doesn't exist, but not nearly as bad.

Pretty much. Plus that type of response just doesn't seem to be in the culture like other cities. There may be protests, but the don't typically turn violent.

I remember thinking about this while in L.A. at the beginning of the Rodney King riots. Neighborhoods aren't nearly as integrated and there's not much day to day interaction among white people and lower income black people. We flew to N.O. for JazzFest the next day and everything was calm even though there had been incidents in Atlanta and other cities.

ETA: I know Ronnie Serpas, and I'm sure he's pissed that someone fricked this up. He's far too much of a politician to have intentionally tried to cover it up by not reporting it.
