Is there nothing in your "uninstall programs" that looks like it could be the culprit? It could also be an extension or plugin in chrome.
Have you tried using malwarebytes antimalware? I have helped my parents clean these types of things all the time with that one free piece of software.
Download, install, update, run, reboot into safe mode, run again, reboot normal. My dad calls me at least once a month with something like this

This. Don't automatically reformat. Malwarebytes works great. Just make sure you update the program after install and before running the scan.
