Whatever they had was an aramid of some type but NOT necessarily Kevlar. The source I found couldn't specify it past the aramid family.

The reason it was so effective for those two guys was that they had automatic weapons while the cops only had handguns and shotguns.
Kind of hard to hit a head shot with one of those at distance to begin with, let alone while two jackasses are unloading fully automatic AKs at you.
