Not just the ground to the battery, but the ground to the engine block/frame. It's just a screw or bolt. Take it off and clean it up with some sandpaper and put it back (if corrosion). If you had the car up in Syracuse for any length of time there is a good chance the grounds became corroded.

Chrysler? It's most probably the radiator cap. Remove it, drive a different car under the radiator cap and install.
