Qualifying events include: job change, including unemployment, marriage, divorce, death, birth. But yeah. No one has any of those.

As to number 2, what is the basis for your claim? We had anemic enrollment for months of a run up to the start of Obamacare but now we'll see 20% of enrollment enroll going forward? Doubtful.
