So first, I used the copy tool to 'erase' the writing in the picture. Just select a similar looking portion of the image, and it paints a copy over the area.
Then I used the text tool to type the text. You can pick the fonts and colors etc. To get the lighting effect, under Filters at the top go to light and shadow. I used the Xach-effect on the letters to get the whitish light behind them. Just play around with the filter effects and you can learn a lot about what gimp can do. I learned everything basically just throught trail and error and practice.
