Probably because the government doesn't make their deadlines sooner than they are actually willing to deal with in order to make you think the salesperson is doing you a favor by taking the return past 2 weeks. Wrong. The reason they acted the way they did is because in a free market they knew I could go somewhere else with my business. They wanted me to come back to buy more stuff because I was treated well.
OTOH, there is the DMV.

You obviously have never dealt with the federal government, especially with government contracts. Or for that matter private government. shite, just go to the DMV

Actually, yes. In a civilized society, and when interacting with private business, not being an a-hole gets you very far. I'm willing to bet, you were being an a-hole as you walked in.
