If I understand it correctly, the police departments find someone with a local IP address who is uploading files online (torrents or whatever else), then they download his files, reupload it on a fake account, and then see who downloads from their own fake account.
They then arrest the original uploader as well as the new downloaders, if they have anything illegal on their computers after a search.
At least that is how I believe it works. So odds are none of these guys have ever met each other, either IRL or online.
However, that is just my understanding of how local police do these things.
