Atheist group sues the IRS saying that certain churches are abusing their tax exempt status. IRS settles and says they'll monitor sermons for said abuse.

This could cause issues. Will any church be able to even say that homosexuality, abortions, birth control, etc., are sins?
Those are all political issues. By stating what is or isn't a sin, could they lose their tax exempt status?

As far as enforcing the 2009 law that the IRS was sued for not enforcing, I imagine it'll have 99% to do with endorsing candidates and discussing issues specifically tied into politics.
If you speak about abortion, that's fine.
If you speak about a specific candidate's views on abortion and why those views are right or wrong, then it's probably not.

So is the end game to have every church assigned a govt monitor to assure no clergy are pushing their flock to believe certain political ideologies?

If Churches want tax exempt status, don't get involved in politics. It's as simple as that.
