Miami would be my pick. As someone posted above, they pride themselves on not speaking English.

The correct answer is Dearborn, MI. Or maybe Hamtramck, MI, where the city government broadcasts the Islamic call to prayer five times per day. I doubt there's any other city in the western hemisphere that does this.

Lulz at the people saying NO has a European feel...
