Interesting.
I can't dig in now because I have things I need to do, but I suspect they these are not inclusive statistics. They may be excluding a particular type of LEO that my information isn't.

Touching a police officer is assault and these frickers make shite up mercilessly so that ten percent assault rate is undoubtedly inflated for shock value.
Eta, read your reuters link. It includes traffic fatalities with deaths by assault so the numbers are pretty similar.
