Well a President who actually backed up what he said would get Putin's attention.
And there are lots of ways to make life very uncomfortable for Putin and the Russians right now. They have him on the defensive, but Obama just can't bring himself to do anything with the opportunity.

Um no Putin will do what ever he wants. His belief system and convictions really doesn't care what others say and do. The issue is he doesn't see how much he is hurting his own people and neither do they.

The sanctions are going to crank up even more now with the backing of EU countries who sat on the fence.
