What are the cities that surprisingly do not have bad traffic considering their size?

I have limited experience, but I've never had any trouble in San Antonio.

Seattle hasn't been bad at all the times I've been there.

San Antonio is dreadful at rush hour on 35N and 281N.
Colorado Springs is so easy. Slow downs at rush hour that take maybe 10 minutes to get through.

not a big city, but I have always been suprised at how easy the commute is the jackson, MS area....for a city of a couple of hundred thousand folks, I would say traffic is typically light compared to other places that I have lived....

I'm living in Pittsburgh now and traffic isn't really bad.

I've never heard a complaint about Pittsburgh and it's usually ranked near the top of lists for cities with the best traffic.
