Subsidies are available for people earning up to 400% of the poverty level. So 87% receiving subsidies is not the least bit surprising to me. The amount of subsidy decreases as income increases. So the subsidies some receive are actually quite small.

In Kentucky we don't count SSI or child support received as income. I'm not sure if it is the same in other states but if so then that 400% of the poverty level is actually even higher.
