I really wish I could convince a bunch of people to pay for my mortgage and any renovations I might want while retaining sole ownership and control over it. I'd even call it Paddystan, make a flag and give out t-shirts. People across the nation would get really upset when they hear reports of unauthorized children jumping on my trampoline.

I think the phrase means our government has become entirely too large; full of people who have never held a real job in the private sector. The few who make decisions for the many do not properly represent the people of the United States. Both parties are guilty of this and both have done their fair share of presenting us with the problems we see today.
We no longer have a government that's of the people, by the people, or for the people. We have a government that's made up of "certain" people.
