I thought the deal with that was that he was incredibly athletically gifted (or whatever the wizarding equivalent of being athletic is), and he had handlers to help him out with the thinking parts.

I don't think he was dumb though, he was just very moody and liked to keep to himself. His first language wasn't English, so you may be getting that he was dumb from the poor way he used the English language.

I mean he wasn't real athletically gifted, he wasn't as skilled off his broom.

Everyone had people helping them out on the thinking parts. Remember Fake Moody helped Harry and Cedric. Maxime was also helping out Fleur.
