Santana would essentially be a replacement for the hole in LF even if he's playing RF. Yeah, his potential is an upgrade there but I don't think at this point he gets called up and is a win now impact. The weakness in his game is strikeouts. In a lineup full of strikeout kings, he'd have no protection. I'm fine with giving him nearly the entire season to work on things at the AAA level.

Folty has a ceiling of a #2 starter and he's performing well in a starters role at AAA. He provides more value to the team if he can eat 200 innings and post an ERA of under 4. It would be stupid to hamper his development as a starter to put him in the bullpen. He's been in 111 minor league games, 99 as a starter. You don't call up one of your best arms and throw him in the bullpen because the pen sucks.

I can think of a few recent examples of calling up a promising prospect too soon. Felipe Paulino was called up from AA in 07. He had pitched 112 innings and struck out 110 with a 3.62 ERA. The next few years he bounced around between minors and majors, bullpen and rotation and was ultimately let go. JD Martinez (.332 MiLB hitter) was called up from AA in a desperation move, didn't pan out. Jordan Lyles (our top prospect) was 20 and had pitched 94 innings at AAA when he got called up.
