Players constantly take water breaks during soccer games. Ever noticed before a corner or when someone goes down with a cramp they take sips of water.
They are trying something new with these water breaks. I think mainly to try and figure out how FIFA can justify playing in Qatar during the summer, and not interrupting the European money making leagues.

So as of right now you can get water during a game either by the referee stopping the game like a pee wee game so they can get water, or by faking an injury....
