There is The List that is or was in the LSU Track and Field Media Guide. Definitively the fastest LSU Football player ever was Trindon Holliday. In fact according to the list he is the fastest College Football Player ever. He was clocked at 10.00 in the 100M. There are many track stars better than that and there are some NFL players better than that but they did not play CFB.

Track times from the 2014 LSU Track & Field Media Guide (I think I included all football players listed in the sprint events, but I'm not positive. Larry Shipp and Allen Misher were both drafted in the 1976 NFL Draft, but I don't think they played football at LSU.):

I always joked that Jimbo should have just alternated Carter and Brazell and let them run a fly route EVERY down. By halftime you would have just flat wore out the other teams DB's. I'm sure the track coach probably wouldn't have objected to the extra reps. Could have thrown in Amp Hill to alternate the fly pattern at time too.

In 2004, in addition to Carter and Brazell (and Amp Hill) we really had Bowe, Buster, Syler, and Early to do the actual receiving and Jamarcus Russell throwing.

I know this is old school, but Billy Cannon was pretty fast in his day and excelled in track and field as well as football.

Derrick Thymes. Ran more track than football but did have a handful of returns in his time at LSU. 4.19 40 is what he told me he ran while at LSU.
