While it is very possible she was using older hardware, it's also possible that she had XP installed on a newer machine. Companies and agencies all the time use older software because it "just works". Considering that Vista had only been out 4 years and Windows 7 two years, it's not even unlikely that XP was still the choice OS around the office in 2011.
