Well with the exception of a couple goofy Negros like World Peace and Ocho Cinco, last names do not typically just come to be out of thin air.

So, then you have to consider cases of only sons not producing a son them selves to carry on the name. This happens all the time.

I'm going with decreasing.

I'm gonna have to go with decreasing as well. In the US, people are having less children and therefore it is more likely a couple could have only a girl or two. If so, the likelihood of that last name not being carried on increases.

you have to throw in the wetback coeficient.

they create new names all the time to get the welfare etc.

I am going with increasing.
