I agree with Dr RC. I don't think an extremely campy version of Billy would work as well on the big screen. His story in Kingdom Come is my favorite.
Now with that said, I also don't think he should be dark and serious either. I think he is best portrayed when he is optimistic and extremely trusting , even to the point of being somewhat naive. But you can do that without making him extremely campy or corny.
15 years old would probably work better on the big screen than him being a true pre-teen.

they really need to pick a real teenager that looks young and not some 28 year old done up as a teen.
I think it would be best to find two similar looking brothers that are about 10-15 years apart in age to play Marvel and Billy because Billy is supposed to grow up looking exactly like he does when he is Marvel.
of course, that is much, much easier said than done.
