I am having the same issue and it still does not connect. I need to see what D-link says.

There's a difference in the connections strengths, make sure you're looking at the right one. There's the connection that the repeater spits out, and there's the incoming connection to the repeater. It would be better to have a higher inbound signal strength to the repeater, and a lower strength once the repeater's signal gets to your devices. That may not even be the issue, but it's the first thing to check for.
