These days special ed doesn't always mean he's retarded. He's probably got ADD, or dyslexia or eczema or something like that.

She is a special ed teacher. She didn't frick a special ed student, just one (or 10) that were at the school

Even when I was in school in 1990, there were kids in special ed programs that weren't retarded or anything, some were just dumb, remedial, or dope heads.
This shite's been going on a while.
