some islands are worse than others. Kauai, pretty awful. Big island and Oahu arent so bad....to nothing at all. The older islanders tend to be bad, as do the young teenager type punks. Just like anything else really.

I was there for three years. I've heard and read enough stories to believe it goes on, but honestly, I never had an issue. That being said, there's definitely some areas I avoided.
