Bleach and Kilz is the best cheap way to stop mold from growing but that's really just for surface growth. With flooding the only way to remedy it is to remove what got wet and start fresh.
At just one inch of water though they haven't had any insulation get too yet. Just the 2x4 bottom plate.

Yep. We hit it with bleach and knocked it back a little but they asked if I wanted to stay if they "repair some of the walls"
