Maybe when they said transparent, they meant it as a way of describing an administration with no substance?!

I find calling the meeting bizarre concerning. I suspect Oldtigah is right. They are in way over their heads, they don't know what to do, and they are fishing for ideas and trying to hide the fact that they are fishing.
