As was said, it's a scam. Some PBX/Key systems can be spoofed so that after they make an incoming collect call attempt, they can get outgoing dial tone by hanging on and hitting certain key combinations.
You should first have someone check your phone billing records for suspect calls (write down the date and times that they call).
The prison should block your bank of numbers or you may have to get your own equipment tech to defeat their getting an outgoing dial tone.
